At departure it is easy to plan a SID by listening to the ATIS. So when flying the PMDG 737 can you plan from the departure airport with the SID and when in ATIS range ot the arrival airport get the rwy and then add the STAR or ILS on the fly?

Absolutely.
The STAR you find through "Flight Plan" tab just like the SID, as well as transitions, and the ILS is to be found in the GPS window when connected in flight.

Unfortunately in MSFS, quite frequently, it isn't possible to get the ATIS before you should have entered the STAR - if you are flying with no weather (use the runway closest to "North!") or real weather, though, it's often quite possible to estimate which runway you will be using and find an appropriate STAR to use.
