Tower 2011: Newbie Question for St. Thomas (Stop and Go)

I am a Tower 2011 and ATC newbie and have run into a situation I am unable to figure out - I assume I'm doing something wrong.

 

I can't get N222RD or the student flights (ST6523, ST2256) to takeoff from St. Thomas. These are "stop and go" and  "touch and go" flights. N222RD, for example, calls in to taxi at 20:00 UTC. I issue the normal taxi to runway commands (runway 10). Once on the runway, the response to cleared for takeoff is "Negative"! I've issued every possible command (I think) and have had no luck getting N222RD to budge. So, I assume I'm doing something wrong.

 

Any help for a newbie (who is really enjoying this simulator) would be greatly appreciated.

FYI - Below is the entry from gaandlocaltraffic.txt.

Hello.

If you look in the manual there is a specific command you need to issue for aircraft that wish to do circuits. 

 
CLEARED TO TOUCH
AND GO............................................CTRL O
may be followed by RUNWAY XX (for
airports with a multiple runways the L, R
or C designation must be used)
CLEARED FOR STOP
AND GO............................................CTRL T
may be followed by RUNWAY XX (for
airports with a multiple runways the L, R
or C designation must be used)
CLEARED FOR LOW
APPROACH......................................CTRL S
may be followed by RUNWAY XX (for
airports with a multiple runways the L, R
or C designation must be used)
ATC Suite
LEFT CLOSED TRAFFIC
APPROVED CLEARED
FOR TAKEOFF.................................CTRL 8
RIGHT CLOSED TRAFFIC
APPROVED CLEARED
FOR TAKEOFF.................................CTRL 9
 
This is on page 36 and 37 of the manual. 
The planes you are trying to control want to fly in the circuit so will remain in the aerodrome vicinity.
