Are the FSUIPC4 Offsets at the same locations in FSUIPC5?

Yes. That's why the FSUIPC4 Offsets reference document is installed with FSUIPC5. See the FSUIPC Documents folder.

I'm trying to determine if it is reasonable to expect that most Lua scripts written for FSX using FSUIPC4 will run in P3Dv4 using FSUIPC5.

Yes, almost all will work ok without problems. The Lua "display" window isn't so good as it was in P3D3 or FSX (awaiting some facilities from L-M), and you can't have more than one such Window open (so the "owndisplay" facility is no different from the normal display). The only offset which comes to mind as being definitely different is the one used for VAS (memory) displays which will remain at zero, since 64-bit memory is not being measured by FSUIPC5.
