Tower 3d and both PHL and LAX

I have been using parallel runways for takeoff and landings and wonder what the proper separation is for those runways when takeoff and landings happen. Does the airplane that is taking off have to be completely off the ground and given the goodbye command before the landing aircraft hits the parallel runway. Been getting too many penalties and have tried different separations but must be just missing the proper separation timing

I don't see a slider bar to lower the number of planes as I learn. Started LAX and they started popping up like crazy. Would like to set a lower number to get used to it and build my way up
