Create Key Assignments for Timer in FSX

Does anyone know how to create key assignments for the timer in FSX?

FSUIPC does not load previously saved joystick button settings. I have about forty switches I gave values to with the FSUIPC version that I purchased a few months ago. However, most of the time, when I start up FSX, the joystick button setting are missing. Once in a while though, the settings do load up correctly. Any suggestions?
