the installation routine fsc9setup.exe has no influence on the registration of a component.
Since the first installation worked without errors, another program seems to prevent the registration.
Perform a de-installation. Use the installation fsc9setup.exe program for the de-installation.Read the document below before you carry out a new installation.

1. Your screenshots are not from FSCommander Version 9.7 but from 9.6 Rev. 9.
There exists no version of FSC 9.7 hf2. It only exists a Database Manager Version 9.7 hf2.
2. Your FSUIPC5 is outdated.Compare the attached screenshots

Zwei Dinge fallen auf...
1. der Pfad für P3D
vergleiche mal Deinen Pfad mit dem angefügten Screenshot2. der Inhalt Deiner scenery.cfg besteht nur aus 7 Zeilen
Möglichweise ist diese Datei defekt und der DbManager kann sie nicht lesen
Denn es fehlt nicht nur die country.fsc sondern alles was Gut und Teuer istGruß

Prepar3D is not installed correctly on your computer.
Compare your screenshot with my attached screenshot.
The FlightSim Commander Database Manager expects the complete path which is given by Prepar3D.
For example: C:\Lockheed Martin\Prepar3D v3
First of all solve this problem.
If Prepar3D was again installed as an administrator and as shown in the screenshot then
