Are you sure that the FSCexe is running as an administrator?
Repeat this error again.

Hello Charlie,
Only the settings for the 3 most important Airspaces CTRZ, Air1 and Air2 are saved.
The effort for all others is in no relation to the result.Information on the possible settings can be found in the manual. Chapter 3.3 Ai traffic and TCAS.
Note the settings in the FSUIPC.Regards,

We have not given any permission to use the FSX in the Steam Edition.
You can try the following workaround without any guarantee.
Search the file scenery.cfg on your PC and copy the file it into the root folder of the FSX.Volker
