No. I spent many many hours trying to get such an option working with FS2004, and whilst it could be done it never worked in all modes of FS -- I don't know how the other programs which use transparency get it to work consistently. Possibly it must be done via Direc3D, but that if way beyond my current knowledge and the scope of a simple freeware utility. Certainly, using only the standard Windows GDI it is too inconsistent.
