optimize schedule

It depends on what you wish to achieve. It is necessary to have an airport selected to give context to the optimization. If you choose "Optimize AI by location", you then have the further option of deleting traffic at the selected airport or at other airports. If you have chosen to delete traffic at other airports, that traffic on the ground at other airports is not recreated unless a major simulation event occurs (e.g. simulation rate >4x, user aircraft flies away and then returns later, changes to traffic density slider, etc).

The optimization is a "here and now" event. It acts upon the traffic and airport of immediate interest. Restart FSX, load another flight or cause one of the other major simulation events to occur, and FSX will recreate all your traffic no matter what.
