It's nothing to do with FSMeteo, but the weird cut-off system used in FS2004. Go to Options-Settings-Display-Weather and make sure the sight distance is a lot more than the cloud draw distance. For best results put all three sliders to maximum, but your frame rates may suffer. Try Chris Willis's faster cloud graphics. (See the FS2004 Forum).
