If you enable WideFS (after installing with a valid WideFS Registration Code) then it waits for connections, but only from your local Network, not the Internet. However, applications you are running on the same PC, or gauges and other add-ons, can, using the FSUIPC interface into FS, affect what FS is doing -- of course, as the interface FSUIPC provides is primarily to allow applications to interface to FS.
