Program is started from within the FlightControlReplayMSFS Folder, and set as administrator. I have installed x264vfw, DirectX 2010 from Microsoft, and MS visual Studio redistributables for x86 and x64. Another requirement for this product appears to be Microsoft Visual C++ 2015 Redistributable (x64). Had to install that for another product and it's working again.
