Register Version 4.953 of FSUIPC4.dll

I am an Avionics instructor and am conducting some R & D work. I require FSUIPC to install the Majestic Dash-8 300 on a stand alone PC with FSX Gold. How would I go about registering FSUIPC4.dll from a PC with no network or internet access? Would installing Version 4.953 of FSUIPC4.dll affect my PMDG 747-400 aircraft? Thanks in advance Herb
