This problem seems to only occur at my first startup of MSFS after a fresh boot, not the subsequent one, which leads me to believe it is a timing problem. If I close and start MSFS, I suspect it boots faster due to some files in cache. Is there a reason FSUIPC7 tries to connect only twice instead of retrying forever?

I think in my previous test, it's not the new ini values, but the act of stopping fsuipc and starting fsuipc that temporarily cleared the issue.
