PFC, Hyper Threading and frame rates

How do I know if I'm running in HT mode on single processor mode? I've got a P4 2.4 with HT and a geforce fx 5900 ultra and fs9 can still run pretty slow in busy situations. Definetely not a steady 30 fps yet it seems like me system should be capable of this, don't you think? I don't have PFC.dll so is there anything else that might be causing the slowdown?
