It was a fsuipc4 problem, bad install simply reinstalling did noting. I had to remove all contents from the module folder and then reinstall. That fixed it. Thank you all for your reply's.

I guess hover is the wrong work it wont take off vertically. I hear that fsuipc4 is required in order for vertical takeoff to work.

I have tried for days to get my osprey to hover with no luck. Also I have wilco tilt rotor and it wont hover either just takes off like a regular airplane regardless of the "flap" position. I have fsuipc4 unregistered installed addon tab shoes fsuipc but no luck. Maybe I don't have my joystick set up right any and all help will be appreciated. Also im using fsx with acceleration pack
