Cannot install FSUIPC 4.07 to FS-X Japanese version

I cannot install FSUIPC 4.070 into FS-X (Japanese version. Came out on 26th January 2007).

What should I do to solve this problem?

OS is Windows XP Home Edition Service Pack 2.

Error message from FSUIPC installer is as follows.

I succeeded to install FSUIPC ver 4.072 without any problem.
