Which FSUIPC TO DOWNLOAD

I am not an expert with f/sims and am unfamilar with this site and I have purchased 'Harrier Jump Jet' which requires FSUIPC running in FSX for me to be able to run the Harrier.

I see a download FSUIPC4 4.70(B) available . Is the this the download I require?
