If you have a registered version of FSUIPC, you can use the"button" tab to program just about any button to emulate any key.
I have a five button MS mouse and it has software that lets me set up key emulation for individuak programs. So I use the left-rear button to activate FSNavigator. Real handy!

I believe that FS9 lists the wind direction as magnetic (MAG) where FSNavigator evidently uses the true direction. The deviation show on the navaid or airport listing in FSNavigator should show the amount of difference.

I've found several updates that, indeed do have timestamps in them.
Munich is an example. It's data reads:

You might try pressing the "D" key to reinitialize the directional gyro in FS2004.

Hmmm! That would be a big list There are over 20,000 airports. Maybe half of them have ILS runways and those that do have usually 4 or more.
They are imbedded in the .bgl files for each airport Hi-liting the runway on the FSNavigator map will bring up an info box with the frequency listed. This can be "dragged" into the NAV radio box to set the frequency.
There are a lot of duplicate frequencies, since the range is short and dirrectional and they won't interfere with each other.
In short, I'm afraid I can't help you in your quest.

In previous versions, because FSim woud allow it, I enjoyed occasionally moving the tower view to just off my flight line. I could then switch to tower view and watch my plane fly by.

I use FSNavigator every day and it suits my purposes very well. As I said, the last "update" for FSNavigator was just after its release for FSCOF to make it usable for multi-user flight. Does FS Commander have the functions, move a/p to here from ground, and move tower view, that FSNavigator lacks at this time? Life is too short for me to load up a lot of FSNavigator wantabes, but if that is your pleasure, have at it.

It sounds like you have a bone to pick that has little to do with the functionality of FSNav. Helge fixed the inability to use the program with multi-player shortly after the first release of the program for FSCOF. The remaining non-functioning items are the ability to move the tower view and the ability to "slew" the airplane while on the ground. This has been noted in the user manual and further complaints about it aren't going to make it go away.
The last remaining "problem" is the lack of constant updates of the SID/STAR database. This has been explained by the accident and recuperation period that Helge is going thru.
If you really prefer some other program(s) then, by all means, get them and use the hell out of them and register your complaints with their authors.

O.K. It's a little like standing up in a hammock, but you can write down the frequency shown in FSNavigator, shift back to the FS9 screen, activate the radio stack either by the icon on the panel or by Shift 2.
Now enter, that is adjust the standby frequency for NAV 1 to the ILS frequency and then "shift" the standby to the active frequency.
Note, the ILS beacon is somewhat directional and you won't have it appear until you are in range and almost lined up with the beacon. The longitudinal signal will take hold first and the glide slope will come in a little later. Be sure that you are below the glide slope when it shows up. That is, the indicator on the instrument is above neutral. It is almost impossible to capture the beacon from above.

Click on the ILS runway to get the info box displayed. Drag it into the NAV1 radio box. Thats it!

Just drag the point into the plan in the sequence that you want it to be in. The plan line on the map will automatically change to include it. If you haven;t placed it properly, you can drag it up or down in the plan listing. "Drag" is to place the cursor on the item and hold the left button down while moving it to the new location. Hope this helps and that I have understood your question properly.
