Just CYVR42 and CYVR42v+ will do it. CYVR42v+ has the fpsfix built in. This is the safest way to go, if you have all the other zips mixed, the fps fix could be overwritten.

All you need is CYVR42 plus the upgrade of CYVR42+ (I notice at FlightSim has replaced the + with a p), and read the instructions!!

You should NOT have my SeaIsland scenery active (in fact, delete it), that will mess up shorelines in the area. Also make sure you have my updated CYVR42v+ which is available at this site.

I have created an upgrade to my CYVR42 to make it compatible with Vancouver+. It was uploaded to AVSIM, FlightSim, and Simviation last night. I am hoping to upload it to Vancouver Landings later today when Ken Peters gets the uploading process in place.
It is minus the fencing which I am working on with Jon to get a more fps friendly version, similar to CYPK. It is unlikely I will upload the fencing until after the New Year because of festivity "interruptions" and there will be a fair amount of work to re-create it all.
Notwithstanding that it has now been demolished, I have retained the old control tower for sentimental reasons!

In the next few days I will be uploading an upgrade to my CYVR42 to make it compatible with Vancouver+. I cannot explain your flashing, I do not have UT. Have you layered CYVR42 above Vancouver+?

This is a bit late for you but might be useful as you rebuild things. Several years ago I did a "HowTo" at FlightSim on the problems of the FS2000 scenery.cfg file which was very flakey.

But within the "HowTo" was a description of how I organize my scenery files.
I have several scenery.cfg files, each for a different region of the world and use a batch file to install the scenery.cfg I want to use. I also have a default scenery.cfg.
This filing system is still good for today and I managed to move from FS2k to FS2k2 to FS2k4 almost seamlessly. I keep thinking I should resurrect this library description and repeat it at FlightSim. It has sure kept me out of trouble, particularly that which you appear to be in just now.
I think any simmer will feel for you, good luck in sorting it out.
I was one of the beta testers on Vancouver+ and you are in for a real treat when you get it up and running, maybe even the best treat you have ever had at flightsimming! It is quite stupendous scenery and we are so fortunate to have the talents of Jon and Holger to create it to create it for us.

I'm not quite sure what you are trying to say up above, and whether the following answers it.....
I see Jon has beaten me to the punch, I was going to say that CYVR in Vancouver+ was a slightly modified version of the default (as he has said!).
My CYVR42v+ has been built up over the past two years anyway, starting with FS2002. It has taken a long time to do because it is such an extensive airport, and each phase took a lot of time in its own right. I think it now has most buildings of significance at the airport, I just wish the frame rates were better but I am sure Stephane will improve on that with the new design technology, when he issues his version.
Currently I am re-designing the perimeter fencing, thx to Jon for a new less resource-hungry fencing, but it is more complicated because of the new detailed mesh (presumably the 19m?) at Sea Island and there are many more bumps and hollows to negotiate (which is all to the good, much more like real life, I was out at the airport last week looking at the fencing and I was surprised how much up-and-downing it does). It will be a few weeks until I get it finished and uploaded.
Jon has also sent me a new Gmax for the lamp standards which is more frame rate friendly and I hope to include these in the upload. And I may try to incorporate the Coast Guard building at the sw area.
