Do I need to register again (already did with 3.12) when I download FSUIPC 3.22 and install it on my FS computer or is it possible to replace it without register.

As explained in the documentation, your registration is valid for all versions 3.xx. Also explained in the documentation is the installation procedure, which consists merely of copying the DLL into the Modules folder.
