Well, I normally run with the frame rate limiter set to 20 or 25 fps in any case (I have 4 WideClient PCs to feed too!) I think there is a slight improvment in FS9.1 overall, but it is nothing compared to the BIG performance increase I got from the latest Matrox Parhelia drivers, which are now very very good.
