how and where I enter the key so I could use Eric's radar gauge?

All application keys are entered by pressing the button in FSUIPC's first option page (ALT M F in FS, or Modules menu, select FSUIPC). The button is labelled "Register an application program" (not too obscure, surely?). Please see the User Guide -- the section to look at is quite near the beginning and is entitled Program registration. There are even some pictures.
