No, only the 4 separate engine cowl flaps in floating point -- 37F0, 3730, 3670, 35B0, as documented (just do a search on "cowl"). The old 0-16384 axis offsets were for compatibility with FS98 practice, and that didn't provide cowl flap axes.

Otherwise you'll need to use offset 3110 to send COWLFLAPn_SET controls with appropriate fixed-point parameters.
