No. Purchasing a registration gives you access to the additional user facilities in FSUIPC. Without user registration FSUIPC is still the FS interface for applications it was always meant to be, like FS5IPC and FS6IPC before it (though greatly extended, of course, to match FS developments since FS98).

If you read some of the Announcements above you will learn more, and even more again from the user documentation included in the FSUIPC ZIP file.
