Can WideFS be used to enable FS Navigator to run on a remote PC?

No, I don't believe so. FS Nav runs inside of FS.

No. As Jim says, it's an internal application - it can only be run inside FS. Although I believe you can window it and drag it to a second screen on the same system (I've never tried this).
