I'm not sure that this is a problem with FSUIPC or Fligth Sim 2004.

If I set the wind to speed 10, gust 20, everything is fine.

If I then set the wind to speed 0, gust 0, everything is fine UNLESS the wind was gusting at the time it was set.

e.g.

The wind gusts up to 14 and at this time I set the weather to speed 0, gust 0

The wind speed at aircraft remains at 14

Setting wind speed 15, gust 0, will result in a wind speed at the aircraft of 15

Setting wind speed back to 0 results in a speed of 14 again

To clear this setting a wind to speed 0, gust 1, seems to fix the bugged minimum wind speed. However for this to work I need to set a gust of > 0 and wait until the wind gusts and then returns to 0 (or the set wind speed). This is a problem because I am working on an app that is used to control the weather and I am getting stuck with a bugged minimum wind speed (when this happens the minimum wind speed applies to all layers).

one possible work around is to monitor the the wind speed at the aircraft and compare it against the set wind speed and then wait until there is no gusting before setting the weather. This would avoid setting the weather while there is a gust which is what causes the problem. Unfortunately this isn't deemed to be an appropriate solution  , I was hoping someone may have had this problem before and there is a better solution

I'm not clear why you'd even think of FSUIPC? Are you setting these things in the FS Weather menu? Why would FSUIPC be involved?

I first came across this setting the values through FSUIPC but I've done some more testing and I've come to the conclusion that it's something inside flight sim that is to blame. Have you ever seen this before?

No, sorry. It does sound rather odd. But I've done no work with FS2004 for several years now. All the FSUIPC3 updates have been for user facility enhancements, not any more foraging in FS9.
