The download page still shows version 1.45....

Not now it doesn't. I update the lists here as soon as I release the software. The release consists of an email to all the supporting websites, with the ZIP as attachment. The reason I tend to point folks at http://www.schiratti.com/dowson is that Enrico Schiratti is almost always the quickest to put the software up for downloading, but that doesn't mean it's immediate. He was probably asleep when I released it in any case -- not everyone works in the wee hours like me! :)
