Does FSUIPC support the GoFlight Digital IO board?

Yes, GFDIO is supported. See the list of GF devices in the GFD library section of you Lua Library reference document.

Do I need to know how to program? Or can I just assign stuff to the various controls like I do with the warthog?

You'd need to program a Lua plug-in for any outputs, but FSUIPC should see any inputs -- i.e buttons and switches.

So lua to get the lights to work but FSUIPC should be able to send commands to macros to do things?

Switches and buttons can be programmed to use macros if you wish, of course.
