The offsets used and supported by FSUIPC6 for P3Dv5 are listed in the Offsets document in the documentation installed when you installed FSUIPC6. I don't know what you mean by "engine on and off" as I don't know functions or controls like that, but certainly the current aircraft name and air file details are available in the documented offsets.
