 I have found that FSUIPC7 connection does not always record flights on MS2020 when using the  smartcars ACARS system for VA's. It will sometimes partially record or stop half way through the flight. I have confirmed this with other pilots on the the VA network. Is there a fix or solution?

FSUIPC7 does not record flights. I cannot help you with smartcars ACARS, you should contact their support.

I know it does not record flights ,ACARS does the flight logging. I believe it's the connection between the two as ACARS needs FSUIPC to link with the simulator. There others that have reported this anomaly aswell with no solution??

And why does it not automatically start with the sim with the feature selected? I have to always have start FSUIPC separatly? Never had these issues with FSX or P3D............ Please advise

If its ACARS not connecting to FSUIPC7, then you need ACARS support. I cannot support 3rd party clients of FSUIPC. If  its FSUIPC7 not connecting to MSFS, I need to see your FSUIPC7.log file.

It should do. If it doesn't, then you should check your InstallFSUIPC7.log to see if an error has been logged. This is usually caused by other 3rd party software corrupting the EXE.xml. Please see the included README.txt file, item 3 under Problems running FSUIPC7: FSUIPC7 does not auto-start with MSFS

If that doesn't solve your issue, check one of the many support requests where this issue has been addressed numerous times....
