I don't understand or I made a mistake

Your macro file is not correct. You are missing the initial line that must contain:
      [Macros]

And your macro lines do not contain the Set command (see P36 Macros to activate Hvars). Try the attached macro file.

Macros to activate Hvars
The macro facility to activate Hvars can only be used by editing macro files and building them manually. The format is:
N = H: name = Set
