New name for FSuipc on download

for example:

not fsuipc.zip better fsuipc(version number) => fsuipc312.zip

The problem is it then probably breaks many links others have made to it. However, Enrico may be able to do it by having two files, with different names. But it is up to him. I do not maintain the web page, I have no control over it.
