Is there a way to modify the FS sensitvity for input (Joystick, rudder ..) with a gauge using FSUPIC sdk, I did not find anything about this possibility.

No. If you want to manipulate axis controls just intercept the controls and change the values. They go through the main FS window (class "FS98MAIN") as WM_COMMANDs.
