I think that's in a big area assigned to Project Magenta. you'll find complete documentation of their use of Offsets on the Project Magenta website, or, for pmSystems, in the "sysvar.txt" file which is included with the pmSystems files. [LATER] After a quick glance i see that it is part of the pmSystems area, but it doesn't appear to be in use, at least in my copy of pmSystems.
