If you have not yet installed it, do so.

The installation guide tells you that the documentation is in the FSUIPC Documents folder, inside your FSX Modules folder.

There you will find the User Guide. The second chapter, as shown in the Contents list, is "Paying for FSUIPC4 Registration". That will tell you all you need to know about this.

Or just go to SimMarket and pay on the FSUIPC4 product page.
