BGLComp Question

Not sure where to go for help on this subject. I formatted new hard drive with xp operating system.

Downloaded the bglcomp from microsoft. Problem: using a default xlm file included with a particular program; the bglcomp.exe will not convert to a bgl. Any suggestions as to what is causing this problem? I updated all microsoft updates for xp first.
