I'm using the VAFinancials ACARS program. We install Makerways. exe in the VAF5 folder inside C:\Programs(86x)\
The other copy is located in my Prepar3Dv2 inside the Program Data folder where the Scenery.cfg file is found.
I'm having a compatibility problem with Windows10.
Clicking on "Properties"  of Makerways.exe I found a drop down box inside the Compatibility tab showing the selection of available Windows programs; windows 10 is not one of them. I'm thinking this may be my problem because Makerways will not build for me.

The VAFS5, and Prepar3D are allowed throug my virus program.
Please excuse my ignorance. Trying to explain this the best way I can. Any help will be appreciated.

Both locations are wrong. MakeRunways only works from the folder of the Flight Simulator itself, the folder which contains the flight simulator program. This has always been the case. The scenery.cfg file used to be there (before FS9 days -- MakeRunways has been around since FS98).

 

This is stated in the first few lines of the documentation -- the "Read Me" included in the ZIP.

 

It locates the currently used Scenery.CFG file itself provided the sim is installed correctly according to the Registry.

 

The version of Windows is entirely irrelevant.
