The menu bar is not showing up after launching FS. You don't get ANY menu bar? Not the standard FS menu with which you can select flights, weather, options, help and so on? If you are not able to get to this then your FS2004 installation is corrupt and you need to uninstall and re-install, though I've never heard of such a problem before. If you just mean you've started FS2004 and you are faced with the initial choices, then press "Fly Now" (bottom right corner) to enter FS proper.
