Tracon 2012 SE winds question

I was playing a session at KSAN sector with KSAN airport set and I set the runways in use for departure and approach to 09, I set winds to realistic and entered the game but when I got into the game the wind was blowing to the east facilitating a landing on runway 27, the departures were all departing on 27 but the first aircrafts arrival Star was pointing towards runway 09, I tried to enter the ILS for 09 but the plane would not land so I vectored it to runway 27 and cleared it for a visual approach and it landed no problems. I have attempted to set 09 as the duty runway several times from the start screen but when I go into the game the wind is blowing to the east so once again duty runway is 270, should whatever runway you select on the airport screen facilitate the winds when you enter the game, thanks

Realistic is the real life average wind, which is usually a 27 arrival flow.

 

You need to set the wind to none or solid to be able to choose your runway
