This is on a fresh rebuild of Windows 7 Pro.

Does MSFS even work on Windows 7? That's very surprising if so, since MS has stopped Win7 support. I think this is stated as the minimum requirement:

Microsoft Flight Simulator 2020 requires, at minimum, a Windows 10 PC with either an Intel i5-4460 or AMD Ryzen 3 1200 processor, an Nvidia GTX 770 or AMD Radeon RX 570 GPU, 8 GB RAM, 2 GB VRAM, 150GB of hard drive space, and support for DirectX 11.

FSUIPC7 is made for MSFS and so also needs Windows 10.

Hi Pete:

I don't know why I said windows 7. I must have been tired. I am on Windows 10 pro and I do have MSFS running.

Didn't fix the problem. Thing is it shows fsuipc opening when I start MSFS but it seems there are files missing in the fsuipc folder. All that is there is the executable to start it.

All you need in the executable, however other files should be installed. The looks like the installer is crashing due to a corrupt EXE.xml file. You need to delete this file (or rename) and then re-run the installer. Depending upon whether you have an MS Store or Steam install, this file will be in the following location:
   Steam: <user>\AppData\Roaming\Microsoft Flight Simulator
   MS Store: <user>\AppData\Local\Packages\Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalCache
