RZ axis assignment T.16000M problem

I want to assign the RZ axis of the T.16000M sidestick instead of rudder pedals (which I do not have) using fsuipc5 within P3Dv4 (by the way -same behaviour in FSX with fsuipc4).  I disabled all controllers in P3Dv4. The values while assigning jump from -16383, 0 to 16383 and there is no continuous transition. I only get these 3 values i.e there ist just full deflection or zero. If I assign the RZ axis w/o fsuipc just using P3D then everything works. Windows based calibration is fine as well which means there is no hardware defect of the sidestick.

Any suggestions for solving the problem are welcome.

That is usually due to the axis being flagged as a digital (on/off) axis in the registry. See this postL
