The fsuipc.ini has nothing to do with checklists. It is the configuration file of fsuipc. If fsuipc is not creating it, then you probably did not allow fsx to execute it or you have very strong UAC settings.
But in any case, you will have to post at fsuipc forum to solve your problem with fsuipc.

Hi,
Red light means that you do not have fsuipc or simconnect connection with fs.
Download and install fsuipc from the below link
http://fsuipc.simflight.com/beta/FSUIPC4.zip
No need for register fsuipc.
Twin otter with floats only can give such a problem because there are no wheels but they will work ok.

It depends from your pc. It it is new one (core I5 or core I7 or similar), then currently fsx booster 2013 is better.
Xtreme Version 2013 will be available in the next 1...2 months.

Maybe you have UAC enabled and blockes the program from save the settings?

When you add a file at the manual addons, it stays there. If you close and reopen the program you will see it there.
AS2012 can be added there and do not check the No core optimazation. This will force as2012 to run only at first core.

It sounds like program position corrupted. You can delete the location.xml file from inside fsx booster 2013 folder and then start the program.

Mine freezes as well but only when I load FSX through FSX booster 2013. If I load FSX without booster, it loads fine and operates fine, but I get delays when using booster. It is not a stutter in the flight, it is a stutter in the program.
