I think your FSUIPC4 must be out of date -- the currently supported version is 4.967 which has similar problems (to be solved in 4.968, imminent). If you change them, FSUIPC "fixes" the registry accordingly. The letters are either chosen by you, or assigned automatically (by "AutoAssignLetters=Yes") in order A - Z (missing O and I), as the Joysticks are seen. The numbers are not relevant to that.
