That's a bug with T!3DP and as you know support for it stopped quite awhile ago. From what I understand, T!S3 has pretty much been written from the ground up so it is a little premature to talk about fixing things until it released. I'm sure at the appropriate time Vic will share all the new and improved features we'll see with the new release. 

And, do you really want to know "what has been done" (i.e., line for line code) or are you more interested in the totality of how gate availability will be managed in the new release?

In Tower! Simulator 3 once a plane is ready to board (around 30 minutes before departure) the gate is available for the tracon so it can assign arrivals using that gate. It will greatly increase the available arrival slots.  If the gate is still occupied, you have to move the arrival to some interim position.

In Tower! 3D we had to limit the camera's movement, because the visual was optimized for the tower's viewpoint and distance. In Tower! Simulator 3 this wont be a limiting factor anymore. We will still limit the camera's movement so the user wont be able to go inside the buildings or under the ground but we will have a free camera with the option to save viewpoints and assign them to shortcut keys.
